If you are a non-visa national planning to study on a course of six months or less, at the moment it is optional to obtain entry clearance before you enter the UK. But if you do not obtain entry clearance before you travel to the UK and you are refused entry once you arrive, you are not entitled to appeal against the decision. You will have to leave the UK immediately.

Please note that from September 2007 all non-EU/EEA nationals will need to apply for entry clearance in their home country before coming to the UK.
